On July 23, 2011, the Alumni of the IFP Thailand Alumni Network (IFP THAN) held its 14th meeting at the Child Help Foundation in Khon Kaen province, Thailand, where one of the Thai fellows, Ms. Utis Somjai, is working. This meeting brought together approximately 20 Thai IFP alumni and fellows from Cohort 2003 to 2010 to get to know each other, shared the post-fellowship experiences, and plan for the future network structure and its ways forward as a group of change agents. Dr. Mary S. Zurbuchen, Director IFP Asia/Russia also joined this meeting. Dr. Zurbuchen expressed her deep appreciation to the Thai alumni for their social commitment and leadership. Dr. Zurbuchen presented the IFP Alumni Certificate to newly returned alumni to congratulate them on their academic success.

IFP THAN has formed its network since 2007. To date, it has welcome almost 60 returning alumni to Thailand, the Northeast in particular. IFP THAN’s first collaborative project was a participatory research namely the “Northeastern Identity Study and Sustainable Development”, a two-year collaborative activity. Members of IFP THAN worked together in different geographical areas to experiment and introduce innovative community-based development approaches. The results of their research were presented at the public seminar “Northeastern Identity and Global Change” at Khon Kaen University in Thailand on February 24, 2011. The public seminar was hosted in partnership with the Research Group on Wellbeing and Sustainable Development (WeSD).

While working with their alumni friends from different geographical areas and professional background seems challenging enough for the current network already, they are also thinking about how to expand their partnerships, create more impact at the community and national level, and how their knowledge and skills can be effectively managed and transferred to the next generation.

The Asian Scholarship Foundation under the Royal Patronage of H.R.H. Princess Maha Chakri Sirindhorn (ASF) has administered the Ford Foundation International Fellowships Program (IFP) in Thailand since 2003. To date, 90 fellows (82 Master’s fellowships and 8 Ph.D. fellowships) from the Northeast of Thailand have been selected. Approximately 60 alumni have graduated from their Master’s and Doctoral program. The alumni of IFP THAN have different work background in 20 provinces in the Northeast of Thailand.

เมื่อวันที่ 23 กรกฎาคม ที่ผ่านมา สมาชิกเครือข่ายผู้ได้รับทุน IFP ประจำประเทศไทย (IFP Thailand Alumni Network) ได้จัดประชุมประจำปี 2554 ที่มูลนิธิช่วยเหลือเด็ก จังหวัดขอนแก่น ซึ่งเป็นสถานที่ทำงานของคุณครูอุทิศ สมใจ (ผู้ได้รับทุน IFP ประเทศไทยปี 2552) โดยศิษย์เก่าผู้ได้รับทุน IFP ประจำประเทศไทยตั้งแต่ปี 2546 เข้าร่วมประชุมเป็นจำนวนประมาณ 20 ท่าน การประชุมในครั้งนี้ได้เปิดโอกาสให้ผู้ได้รับทุน IFP ในปีต่างกันได้มีโอกาสทำความรู้จักกัน แลกเปลี่ยนประสบการณ์ระหว่างศึกษาต่อและการทำงานหลังจากสำเร็จการศึกษาแล้ว ความคิดเห็นในประเด็นที่เกี่ยวข้องกับการพัฒนาในภาคตะวันออกเฉียงเหนือของประเทศไทย รวมทั้งการกำหนดทิศทางการพัฒนาร่วมกันในฐานะเครือข่ายผู้ได้รับทุน IFP ประเทศไทย

ในโอกาสนี้ดร.แมรี่ เซอร์บูเคน ผู้อำนวยการโครงการทุน IFP ประจำภาคพื้นเอเชียและรัสเซียได้ร่วมสังเกตการณ์การประชุม โดยดร.แมรี่ได้กล่าวแสดงความยินดีกับผู้ได้รับทุนที่สำเร็จการศึกษา ในระดับปริญญาโทและปริญญาเอกและยังได้กล่าวชื่นชมผู้ได้รับทุน ถึงความตั้งใจที่จะกลับมาทำงานในภาคตะวันออกเฉียงเหนือตามพันธสัญญา ที่ให้ไว้กับโครงการทุน และชุมชนของตนเอง

เครือข่ายผู้ได้รับทุน IFP THAN ก่อตั้งขึ้นในปี 2550 หลังจากที่ผู้ได้รับทุน IFP ประจำประเทศไทยรุ่นแรกจบการศึกษาและทยอยเดินทางกลับมาทำงานในภาคตะวันออกเฉียงเหนือดังที่ได้ตั้งใจไว้ กิจกรรมของเครือข่าย IFP THAN มีอยู่ในหลากหลายระดับ โดยกิจกรรมแรกของเครือข่ายคือโครงการวิจัย “อัตลักษณ์ชุมชนอีสานและการพัฒนาที่ยั่งยืน” ซึ่งได้รับการสนับสนุนเงินทุนจากสำนักงานใหญ่ IFP ในการดำเนินโครงการดังกล่าว เมื่อวันที่ 23 กุมภาพันธ์ 2554 ทางเครือข่าย IFP THAN ร่วมกับกลุ่มวิจัยการอยู่ดีมีสุขและการพัฒนาอย่างยั่งยืน (WeSD) ได้จัดงานสัมมนาวิชาการ “อัตลักษณ์อีสานกับการเปลี่ยนแปลงของโลก” ที่มหาวิทยาลัยขอนแก่น เพื่อเป็นการนำเสนอและเผยแพร่ผลงานวิจัยของเครือข่าย รวมทั้งยังมีเวทีเสวนาแลกเปลี่ยนประเด็นงานพัฒนาในภาคตะวันออกเฉียงเหนือ ซึ่งมีผู้เข้าร่วมงานเป็นจำนวนมาก จากทั้งหน่วยงานรัฐ สถาบันการศึกษา กลุ่มชาวบ้าน และองค์กรพัฒนาเอกชน

สมาชิกของเครือข่าย IFP THAN ทำงานหลากหลายและกระจายอยู่ในจังหวัดต่างๆ ในภาคตะวันออกเฉียงเหนือ ปัจจุบันเครือข่ายได้เริ่มขยายความร่วมมือในการทำงานออกไปยังหน่วยงานและภาคส่วนอื่นๆ รวมทั้งมองหาแนวทางในการจัดการและส่งต่อองค์ความรู้ของผู้ได้รับทุนให้กับชุมชนและ ผู้สนใจงานพัฒนารุ่นต่อไป

มูลนิธิทุนการศึกษาเอเชีย ในพระราชูปถัมภ์สมเด็จพระเทพรัตนราชสุดาฯ สยามบรมราชกุมารี บริหารจัดการทุนโครงการ IFP ประจำประเทศไทยตั้งแต่ปี 2546 โดยมีผู้ได้รับทุนจากภาคตะวันออกเฉียงเหนือจำนวนทั้งสิ้น 90 ท่าน (ปริญญาโท 82 ท่าน ปริญญาเอก 8 ท่าน) ปัจจุบันมีผู้ได้รับทุนที่จบการศึกษาและเดินทางกลับมาทำงานที่ภาคตะวันออกเฉียงแล้วประมาณ 60 ท่านซึ่งกระจายอยู่ตามองค์กรต่างๆ ใน 20 จังหวัดทั่วภาคตะวันออกเฉียงเหนือ
